How Do You Decide Which Products to Bundle?

Do you build bundles from products customers already buy together, or use them to introduce slower-moving items? I would rather keep the combination useful than add a discount to products that do not naturally fit.
 
I start with products that share a use case and already appear together in order data. Then I test a small bundle discount and compare margin, return rate, and average order value; I avoid adding a slow seller unless it genuinely improves the set.
